Controls: LMB
Keep your districts warm. Use valves to change flow of heat from boiler. Do not open more than 2 valves at once.
Use coal to fuel boiler. More coal produces by the coal mine, but it also needs some heat.
You need to get through the winter. If all your residential districts are frozen, game is over.

Cool concept. Pretty easy to win if you only worry about keeping one of the districts warm, though
